Foot length decides the size. A foot of 25.4 cm (10 in) is US women's 9 / US men's 8, UK 7, EU 40, Japan 25.5 and China 41. US women's sizes run 1 larger than US men's for the same foot.
Shoe sizes differ between countries, between men's and women's lasts, and between brands. This tool converts between US/Canada, UK/India, EU, Japan/Mexico and China sizes, and from foot length in centimetres or inches, for adult women, adult men, kids aged 5–12 and infants/toddlers aged 0–4.
It estimates size from foot length using the standard formulas listed below, so results may differ slightly from a specific brand's chart. For adults the UK size is about 2 smaller than US women's and 1 smaller than US men's. US women's 9 is UK 7; US men's 8 is UK 7.
About EU = UK + 33 for adults, but the exact value depends on foot length. UK 7 is EU 40.
India uses the UK system. An Indian size 7 is the same as UK 7 and about EU 40.

US men's sizes are about one size smaller than women's for the same foot (a women's 9 is a men's 8).
Brands use different lasts, and width and shape vary, so size is a guide rather than a guarantee.
Usually the larger, especially for long wear — a slightly loose shoe is better than a tight one.
Kids' sizes restart at 1 after 13.5 in the US, so US 3 for a child is a different size from adult US 3. Choose the Kids or Infant category.
